Development Status

April 2026 – We are accepting reservations with $2,000 refundable deposits for waterfront homesites. The order of when reservations are received will determine the priority of homesite selection.

Summer 2026 [projected] – We are projecting to release final details on homesites this summer. Reservation holders will then have 10-days to determine whether to move forward with the purchase of their waterfront homesite. Site purchasers will have 3-years from closing on their homesite to complete construction of their residence. 

Fall 2026 [projected] – commence road construction and site improvements.

Parkland Properties of Michigan was founded in 1988 during the development of Ellenwood Landing in Montague, Michigan. There Parkland transformed a corner of White Lake into the largest taxpayer in the city with boat slips, condominiums, retail and a hotel. 

Over the next 35 years, Parkland Properties’ portfolio expanded to dozens of new developments and businesses across West Michigan. Today, Parkland is one of the largest real estate development firms in West Michigan. 

Parkland Properties continues to stay true to its vision of performing projects that positively impact and serve as catalyst for the communities where they are located.

  • Parkland Properties is performing additional soil and water sampling to further refine its site development plans.
 
  • Parkland Properties is performing site, road and infrastructure engineering to prepare for commencement of site improvements in the summer of 2026. 
 
  • Parkland Properties is preparing to construct two model homes at the property beginning in the summer of 2026.

2023-2025

  • Property is put under contract by Parkland Properties of Michigan – a real estate development company with experience developing other former industrial sites including the former Continental Motor Site on Muskegon Lake that was converted to Terrace Point Landing and the former Shaw Walker Furniture Company that was converted to The Shaw.
 
  • Parkland Properties receives unanimous approval by the City of Muskegon on its planned unit development (PUD) for Windward Pointe. The PUD is used for future due diligence and site development planning.
 
  • Parkland Properties performs extensive due diligence of the property in consultation with the Department of Environment Great Lakes & Energy including soil and water sampling to advise its development plans.
 
  • Parkland Properties closes on the property in December of 2025.

2022 – Property receives a $15 million grant from the State of Michigan to support due diligence and redevelopment of the property.

2019 – Property receives a $5 million grant from the State of Michigan to support due diligence and redevelopment of the property.

2016 – Pure Muskegon and State of Michigan enter into an Administrative Order of Consent to pursue the redevelopment of the property into a mixed-use community.

13 philanthropists from the Muskegon area formed Pure Muskegon to acquire the former paper mill and pursue a meaningful repurposing of the site.

2009 – Paper mill closed and decommissioned.
